Work skills training program (campaign question)

New player here, consistently confused. The 'tutorial' campaign is great for exposition on the 'plot', but not so great at being a tutorial about basic to mid level game mechanics.

On mission 4/5, I am tasked with 'running a work skills training program'. But I don't have any tooltip as to how to actually make this happen. I don't see anything like that under my available programs.

Can somebody lend a newb a hand?

if you were made to build a workshop already, run workshop safety and then carpenter program (only folks who pass the basic safety are allowed to train as carpenters)
