Report a translation problem
To fix, I remove the holding cell (the room grid, not the building). This way all will be escorted to their cells. Just don't forget to remake the holding cell for your new batch of prisoners.
My first guess would be that you've assigned, for example, your cells as minimum security, yet your prisoners are normal so they can't use them. My second would be that you game thinks there aren't any cells, so it's not using them. Maybe you zoned them wrong. Other than that I have very little to go on.

How does one zone a cell for 'minimum,' 'normal,' etc. I thought there was just one 'cell' designation.
