Feed all prisoners bar?

What do the two lines mean on the "To Do" list. There's two bars that are green and red and there's short green vertical lines and long ones. There's also a percentage?

the top line that shares green and red are the prisoners, red = unfed, green = fed, the bottom green bar is the ammount of food you are able to provide to your prisoners via cooks/kitchen... when the "bars" turn into dots that is the prisoner eating

and when the botom bar has a dot, thet menas the meal is being prepared
