Report a translation problem
Force closing a Cell makes the game treat the door as a wall, and then there is no access to the interior of the cell, thus it's bad.
You need to only mark the floor tiles and NOT the tile the door is on as Cell, for it to be properly Enclosed.
When prison is in operation (there are some prisoners) Cell doors remain open for UNOCCUPIED Cells (so that the janitors can clean easily without guard having to manualy let them in) [this is also normal and expected]
Other doors should be closed when prison is in operation and has prisoners.

If you have trouble, post some screenshots to show what's wrong. Never hurts.
If does need a door, but it does not need to be closed. As explained above, re-look at the room you drew (filled-in) and make sure every square of interior is coded with the room type you are drawing, and do not fill-in the square underneath the door.
The prisoners wouldn't get there as it failed the requirements "enclosed"
I had not marked the door as a part of cell
I deleted one cell, did it over. And suddenly the game realised things were fine???
