EDIT: too slow
Perhaps a fully functional segregation system is coming soon, but for now I think Death Row prisoners are stuck in their cells.
To be fair, if they're on death row legitimately (and we have to assume the game's judge and jury don't make mistakes!), who cares if they don't get to use a common room and have to do all their exercises, showering, ♥♥♥♥♥♥♥♥ and TV watching in their cell? I don't.

...I may have just wasted 100K$ on building a segregated DR prison... Whoops.
Due to the Deathrow-Gang bug(Gang members don´t get parole hearings in deathrow) it is actually very easy to fill death row cells with prisoners(because the risk is too high to kill them all) --- I get a deathrow prisoner every 3 days and only 2 out of 10 are non-Gang prisoners so I have seldom executions but lots of occupied cells(I´m actually planning to add more than my current 20 deathrow cells) --- that bug was the reason why i had the thought about lowering exercise need, because if prisoners stay long(for ever) in a deathrow cell i want too minimise any risks of bad behaviour.
