Sometimes prisoners dont queue for the parole instantly, if they are doing another reformprograms.
Prisoners will go to the parole room automatically.
You can have more than 1 parole room working, and more than 1 parole hearing in each room per day. Unlike other programmes parole hearings can be held 24/7. Each parole hearing is 4 hours long, so you can up to 6 per day in each room.
In my current prison I have 4 parole rooms, each has 4 hearings per day (except that 1 of the hearings is a death row appeal).
