Creating a gang leader in your prison?

Does anyone know the correct way of creating a gang leader in an existing prison? I have been waiting for a very long time to see a gang leader pop up through the prisoner intake. I have had a legendary gang member even, but he didn't get promoted to gang leader unfortunately. If it takes this long to get even 1 leader, it would absolutely suck to wait for all 3 leaders.

I changed the save file for one gangmember prisoner to set the rank to leader instead of soldier and also changed the trait gangMember to gangLeader. This works, but not fully. The intelligence menu recognizes him as gang leader with the triple circle, but i think his behaviour is still the same as the old guy. Leaders would be smart not to break any laws, but he started destructing his cell en attacking staff (leading to solitary for him -> massive riot for me).

Could anyone share his knowledge? Thanks in advance.

Didn't they say it takes 10 gang members before a leader MIGHT appear?
It sounded like most of it was pretty random. So who knows. As I understood it you might get a leader right after you reach so many members. Or you might have to wait a loooong time.

I started a new prison since the patch, all max security. I have had 5 or 6 legendaries, 1 legendary gang member, and around 10-15 gang members of each gang. Prison is ~300 prisoners at the moment. I could keep increasing the size, but it makes the game run so sluggish :(.

I will try saving the game just before intake, and then re-load lots of saves until i get a leader. Then compare his programming code in the save file.

Just save edit a gang member. Change their rank from Soldier to Leader. Job done.

how do you save edit a gang member? I can only find the prisons in save files

Search for the prisoners name in the .prison file. Use first or last name, not both, as they are separate lines.

I had one legendary, a gang member. So I searched the save file for Legendary, and there he was. Changed Soldier to Leader and now I've got gang probs in cellblock land.
