Introversion wouldn't have made it available to buy if they didn't think they could finish it (see the development of Subversion for proof of this).
Probably mid-late 2015. Maybe early 2016. But that's us guessing. The developers have, quite rightly really, made no promises about a release date, but they've released an update and a video every month for almost two years. Don't worry about your financial investment should you make one.
By the way, the game is far beyond 'promising' now, and most definitely does scratch the itch left by no decent new Theme-Thing games. :)
But if you are concerned about EA games, you shouldn't be with this one...This game is fantastic, the devs are very reliable, even though this month there wont be an 'update' per say with new additions, but this whole month is being worked on bug fixes!
