Punishments not acting as a deterrent
I must say that as a prisoner facing 5 hours in solitary and a search of my cell that I'd be a lot less likely to take a spoon from the canteen. With a security rating of 5 and a punishment rating of 10 I find it angering that I still have 15-20 of my 250 prisoners stealing spoons and forks.

Yes, smuggling of spoons somehow seems to be the favorite pastime of my prisoners as well :D

Despite the fact that even when they manage to get them undiscovered past the 2 scanners and the dog patrols into their cells, they never use them for digging tunnels in my prisons :D

Less than 10%. No matter what rating your prison has, that many prisoners mean you're going to lose a few spoons. You're getting angry about it? Crikey, stop playing now then!

Alright, I admit, I'm not ANGRY. I'm just surprised. Nobody wants 5 hours in solitary when I also have shakedowns every other night. There is NO way they're gonna do anything with that spoon. I wouldn't be as surprised if a few of them took one, but when it gets as bad as 25-30 during some meals I get frustrated. I mean, I have 3 armed guards patrolling my canteen area. I wish supression also affected their willingness to steal.

You mean for easier smuggling through the metal detectors :D

My prisons spoon and fork stealing has increased also even with plenty of metal detectors outside of the kitchen area. I dont mind too much, I'm just saying that I have noticed that the stealing increased after latest update.

It cracks me up to see them trying to take on a tazered armed guard with a spork :D

Ive been running a 400 max security prison for the last few updates.

Most of the time i had been running with no punishments at all for any kind of contraband. My theory at the time was it was saving my gaurds travel time.
Per day i would probably get about 50-60 items of contraband(mostly spoons/forks), perhaps more.

In the recent update, i realised that my gaurds are forced to escort them to their cells anyway, so i may as well put them in lockdown as well. Ive got it on 3hrs per offence atm.
What surprised me a lot was that i noticed a reduction in the number of contraband i was finding. Im pretty sure its down to 20-30 per day now.
The number of guys i have in lockdown usually hovers at about 5-7, and the maximum number supressed usually doesnt go above 10-15 so its not like all of the offenders are constantly locked up. I think that may be evidence enough to suggest that a small detterent is actually more effective than none at all. So they are useful in some cases.

tl;dr Detterents are actually a lot more useful than i thought.
