Interesting. I believe I agree with you on this in that it adds more to the research tree as well. I ran an experiment with dorms with only low risk inmates and found that I was making money hand over fist. Fill to capacity and kept building. Not many guards needed and not many (if any) incidents. Bringing in about 30+ inmates a day. It actually got to a point were 10-15 were getting released a day and on top of what the dorms i was building. Up to 300k bank money and was building as fast as I could with my original 8 workers. More crowding could lead to more problems adding to the challenge.
