Polaroids are event specific. Most of them can be found in the campaign. In sandbox mode you need certain prisoners to unlock certain polaroids and certain events need to happen.
Polaroids can duplicate, bible pages don't (I got the achieve for all bible pages yesterday, still need about 3 roids).
So bible pages are random and spawn each day, polaroids do not.
Edit:
Certain polaroids I've found after an event:
janitor.png - this roid is left randomly when a janitor cleans an area
warden.png - spawns randomly in the wardens office
Kitchen.png - spawns randoml when cooks are cooking
Fightaftermath1 and fightaftermath2.png - spawn randomly after a fight in your prison (I believe one requires a true riot)
Canteen.png - spawn randomly when prisoners are eating
Phonecall.png - spawns randomly when a prisoner made a phonecall
Solitary 1 and 2.png - spawn randomly when prisoners are in solitary
recroom.png - spawns in the common room
jailbird.png - not sure but I think it spawn in a reception or delivery area (when prisoners arrive)
Workout.png - Spawns near weight benches in the yard (not sure if it happens in the common room too)
These roids are prisoner specific, transfer them to your prison to spawn, some prisoners have 2 polaroids. Sometimes the 2nd polaroids only appears after a reload of your prison.

To your unlocked file and delete the GameBible_77 line some time in the next 24 in-game hours the last Game Bible will appear and you will get the achievement and all the Game Bibles without too much work or time. The same method works for polaroids except add the following to the unlocked file:

Remember to delete the polaroids/workout.png and you should see the last polaroid appear in 24 game hours. NB: IT IS POSSIBLE FOR YOUR WORKERS TO DUMP POLAROIDS AND GAME BIBLE PAGES BEFORE YOU SEE THEM SO KEEP A CAREFUL EYE OUT.
A little confused here.. what is the name of the unlocked file? I don't see it
Steddy that's great it works! I copied and pasted the coding and loaded a prison and after clicking on a random polaroid I got the achivement. Do you by any chance have a save point of a prison with a clickable bible page ? I could wait until one appears on my prison but I really feel as though I've completed the game now and wish to move on. Many thanks.

Mate do you have any idea how long it takes to identify the polaroids/game bible pages on a fully active map WITH THE VERY HIGH PROBABILITY THAT YOUR WORKERS WILL DUMP THEM BEFORE YOU SEE THEM!!!!
And also if a development company makes it so easy to find and edit the save files what do you think will happen... If it tales so long and is completely random AND has a possibility of missing it I will edit to get it. This game is the only game I have edited save files for and with ♥♥♥♥♥♥♥ good reason too... Get off your high horse...
