They could have atleast mimicked the legendary Theme Hospital and made a progressive, rewarding and much longer campaign which would not have taken much effort really. But the devs were greedy after all.
I'd like to see their next project, if they bother at all given this made them millionaires. The fanboys tend to forget that fact.
The other half however, is quite logical. We all have said ♥♥♥♥♥♥♥♥ on forums.

The campaign is shyza and wrongly titled and i doubt this is opinion.
The devs also said long ago they were gonna have sort of mini stories going on during sandbox for prisoners which never came to be. It would have spiced things up. Maybe in an expansion etc this might happen.
Yes, they saw how many zero digits they had in their bank account and knew they were running out of money. They had to launch with a few holes, or the whole project would have collapsed. That is what post-patching is for. I certainly doubt they have made millions. It takes a lot of money to run any company, and people still have to get paid in the meantime.
And yes: the perhaps inaptly named 'campaign' is the starter tutorial. Be patient. The devs will come up with updates eventually. For twenty bucks, such disgruntlement for a game that has already given me days of great play time. Never seen a better delivery for a V.1 launch.
I'm never above being human. The problem for me is when others put on the jack boot and want to be bigger than they are by standing on people. Hope i make sense.

the campaign is only to show you some basics like a tutorial, sandbox is the real stuff
For most games there is an optional tutorial and the main campaign. This game is unorthodox in that matter and it has nothing to do with the fact that it is sandbox. The campaign being a tutorial sux.

You can steamroll most games in a really short time.
Back in the 80s, you could finish Super Mario Bros in under FIVE minutes - that's the entire game. ET, the famous Atari game... FIFTY THREE SECONDS.
More recently Zelda: Ocarina of time, you can finish in under TWENTY minutes. Dark Souls can be finished in under SIXTY minutes. Dark Souls 2 can be finished in under TWENTY minutes. Grand Theft Auto V can be finished in under SIX hours. Portal under NINE minutes, Portal 2, under SIXTY FIVE minutes. Fallout New Vegas under TWENTY THREE minutes, Skyrim under FORTY FIVE minutes. The original Fallout? .... six minutes.
If you want to rush through everything that's your choice. Doesn't make it "bad" or "poor" or "lazy".
The main game is the sandbox where you build your own prison and do you own thing. City Skylines doesn't have a campaign, does that make it even lazier?

IMO the devs could have been honest and called it tutorial and not have a campaign. There wouldn't have been such an issue otherwise
