not when your intake is only Max prisoners so you have to assign each max prisoner to a group:
No Traits = Low Security
VOLATILE, STOICAL, FEARLESS, QUICK, INSTIGATOR = Medium Security
STRONG, TOUGH, DEADLY, COP KILLER, FIGHTER = Max Security
2 or more traits from Max, Extremes, Legendaries = Super Max
SNITCH, EX COP = Protective Custody
your unknown reputation prisoners are put into medium security until their reputation is known at which point they will be transfered to their proper group.
this is how you run a max, super max, and PC only prison therefore assigning jobs to certain groups reduces their reoffending chance and limits the amount of contraband around your prison as your general population has access to most of the contraband while your least trouble making prisoners get access to the kitchen since they are less likely to do things with weapons.
and since you have assigned groups this way it cuts down on having extra guards in your prison since you can assign more security to patrol the workshops to handle general population while you need little or no guards in the laundry areas since the super max prisoners have no access to contraband.

I find keeping those 3 traits apart seriously negates any trouble in your prison.
well the thing is that if i separate them both they will start problems in the low and max wings so better to just put them in medium since i can't afford to have them mess up low security inmates who are behaving good and reforming and i can't have them messing up the max prisoners that are doing their best to reform and not get sent to super max. if one of them start something in medium then everyone involved in that fight gets bumped to max including them unless that prisoner doesn't gain any reputation from that fight.
medium is sort of the "let's seperate the men from the boys" so if you start something in medium you get bumped up to max and if u behave in medium u get dropped to low with the rest of the well behaved prisoners. and if your the guy that keeps going between both low and max then u stay in medium where u belong.
