Why are all of my prisoners cuffed?
All my prisoners are sitting in my holding cell,cuffed,not even doing what they have to be doing.

they are either awaiting solitery, or you have not secured your prison. You need to build fences, walls and doors to keep your prisoners from escaping.

The most likely reason is that your prison isn't secure. Have you surrounded the prison with a fence or wall so your prisoners can't just walk away?

Hmm, the way to your canteen looks fine, that new construction might be an issue later on when that wall comes down, but it still looks ok too.. What does it say when you mouse over the prisoners?

Might be cause your holding cell only has one bed for one prisoner and the rest of the prisoners basically have no place to stay. Looks like they are awaiting to be send to a cell with a bed for them. I assume you haven't issued "permanent punishment" on them ( check by clicking on each prisoner and look at the biography tab where it shows the punishments)? as you would have to unlock it first through a lawyer.

Try placing more beds in your holding cell until you have seperate cells for your prisoners and see if that helps.

You can over fill holding cells, but it might be by a %.. I have had close to 100 in a holding designed for 65, but I have never only put 1 bed in.

Yeah I don't work much with holding cells as I soonish build the seperate cellblocks so I am not quite certain how much you can overfill them.
