Penalty For Death
I have had 2 prisoners killed so far (1 another prisoner killed and the other an armed guard shot) and I can't seem to find any real penalty for death.
This seems odd as death shouldn't happen and should be penalised so I was wondering is there any penalty for an inmate dying?

I belive you get a fine, you lose any days without inceident bonus and if you have too many inmates die in a short period of time you cann be put on probation and become an inmate in your own prison.

How big is the fine?

The prisoner also receives an extra 25 years to his sentence, meaning he can cause more disruption to your prison.
Murder results in:
Solitary Confinement (I think 6 hours, I'm not sure)
Upgrade to Max Sec
25 longer sentence time

So yeah, nothing changes. There needs to be more Punishments other than Lockup and Solitary.

You get locked in your room for 4 hours... Scary... And can't even punish them for long, because then their needs get high and out of wack, which makes them cause more problems, so you punish them and causes the needs to go out of wack so they cause even MORE problems.

Seriously, in a Max Prison, it starts fine but then an Instigater will start something, everyone gets into it, they all get punished, their needs get out of wack so they cause problems, which gets more punishment, which gets more fights, and repeats till suddenly every shower time is just a mass Riot. riots happen left and right.

There has to be MORE. Changing the Color of their clothes, keeping them around longer, and neglecting their needs so they freak out even more often isn't going to solve anything.

Welcome to the imperfect world of prisons, where you have to honor basic human rights. Frankly, the game mechanics provide you with a potential solution to deal with troublesome prisoners:
1) Permanent Solitary or Lockup
2)Upgrade to supermax.Supermax is tricky thing. You can do an eternal lockup and have your armed guards on freefire to hopefully kill the troublesome prisoner when he's destroying stuf.
Or, what I'm currently experimenting with: Give them their own microcosmos, nice cells (decreases chances of them acting up) and try to fulfill teir needs as good as possible.

Set them to permanent solitary and they're doing no hard to anyone aside from that door that can take it. :)

There's not a lot more you can do. You can't physically torture someone, removing their freedom rights is about you can do in real life. Aside from the extreme of the death penalty.

They could set it so that a prisoner who kills someone else ends up on Death Row.

I'm confused. You're complaining that the only penatly for deaths occurring is that the murderer stays in your prison longer and gets privileges revoked, which makes them angrier, which causes more trouble, which results in riots, which you really don't like...

So, there's your first penalty right there. No?

Also, as pointed out, you will be fined. It all adds up.

And also as pointed out, too many in a set period means you lose the game and get imprisoned yourself.

I'm not sure what else you want. You seem to want something, but don't suggest anything yourself.

if im looking at your cell, i could suggest some improvements

1st your drains can be placed below other object, so your space can be saved. I personally set up the drains at the entrance of cell, so i need just one drain per cell, not 3.

2nd the office desks and bookshelfs aren't working in vanilla version. so i would remove them. Its quite pointless to add them in a cell. Therefore i would recommend to place some prayer mats in the cells, to satisfy the religon need.

3rd as you need 4 squares less after my suggestion you can make your cells just 2x4 or 3x3, that creates more space for more cells :)

4th maybe you could try to reform them with the spritual guidance

You can set the penalty if you unlock (iirc) "Prison Policy" in Bureaucracy... In mine if an inmate attacks staff they get 7 days solitary confinement the first time and if it happens again they get permanent solitary. If an inmate attacks another inmate 3 days solitary is the penalty for first offence, upgraded secuity classification on the second, then perma-solitary 3rd offence.

I was not aware that prayer mats outside a Chappel can be used to reduce spiritiality need. Do the prayer mats and pews also work in rooms such as the Canteen or Yard? As you can see my canteen is designed to satisfie just about any need but sleep. Would be cool if I could squeeze something to satisfy the spirituality-need in there.

Secondly, thanks for your input, but those cells are designed to give the highest possible cell-rating and not be compact. High cell-ratings reduce the chance of prisoners acting up. So 4x4 is kind of given and the place aviable is to be wasted.

Prisoners will indeed use prayre mats in cells, yards or even canteens to satisfy thier spirituality need. If you like here is my layout made to contain/isolate superlegendaries. It appears to be more extreame then what you are going for, but yoou may fond some of the concepts intresting:

Well with pews i cant say exactly, but prayermats can be used everywhere.

here are my 2 layouts for permanent lockdown:

the cells above are used for my gang members in permanent lockdown,

the bottom cells are used for unknown reputation and the fed. witness event, as the phone boots are connected to some phone tabs (not in picture), as my security room is somewhere else.
