Really, they have very strict prodecudes towards prisoners because even a small slipup might mean guard dies. Because some prisoners gets frustated to his situation being locked up rest of his life and decides to cut someone's throat with something made out of his bed for example.
You succeeded in making the game harder by enabling gang members and not guarding your gang members in a secure way. Now that the game is hard you have to shoot them, so you ask for new guards so that you can make the game easy.
The game already has guards that are less than lethal. They are called "Guard".
Ultimately if you want to achieve greater peace you need to control the density of prisoners, limit their access to weapons, and meet more of theit needs so they will not be so grumpy and want to kill each other or your guards. You are wanting instead of all those tasks to just hire better guards that can solve all of your problems. That is the opposite of wanting the game to be harder. Maybe you should turn off options that add difficulty if you don't want actual difficulty.
What I hate to see is how tazing kills people. :/ If we insist of having tazers kill people, can't we have something else that doesn't like beanbags?
