Classrooms? how do they work

I am working at a grant and i have to build a classroom well all good got it 20 desk the whole nine but i cant get anyone in the class and cant seem to figure out how to hire a teacher any ideas?

Teachers are hired externally automatically when required. You need to have 3 consecutive hours of work time in your regime (I usually have two blocks of 3). The programs will be automatically attended as long as you have interested or qualified prisoners. Hope this all helps.

You don't need to hire teachers. You need a 3 hour work block in your regime and then schedule the classes. Teachers will come in for it.
