Just beat the fifth mission and had the same issue. Along with numerous bugs related to trying to place pipes that would show as inaccessible when they were very clearly accessible - EG.. workers laying pipe literally 1 tile over, out in the open.
Maybe sandbox is a much, much better experience. I enjoyed the structure of the campaign as an introduction to mechanics and think it's effective.. there's aspects of the game that are buggy and i'm still on the fence. It definitely doesn't feel like a fully completed game, to me -- EG.. floor type and wall type makes no difference? Workers aren't able to expand upon a building/add to the foundation without tearing down the connecting wall... bugs with "accessibility" for laying pipe etc. Selecting guards and emergency units is a pain as well, though -- that's something that bugs me with almost every RTS interface so I can't moan about it.
