What am I doing wrong regarding indoor/outdoor
I just started a new game, made a walled area and it wont let me make rooms inside of it, its walled off completely and as far as I know the same as I had been making them before. This is ALWAYS happening to me in this game. THe game decides Im outdoors and cant make or complete rooms. Its very frustrating.

Can someone explain what makes something indoors because apparently 4 walls and a door does not.

You need to build a foundation. Only foundations are considered indoors. Otherwise you simply have a walled off outdoor area.

There's your issue. A walled area is just that, a walled area. To make a building you use the foundation tool - drag it out in a rectangle, don't try to draw an outline with it.

This is really killing me. Trying to make a building that isn't a square or rectangle seems so bogus. How are you supposed to build an odd-shaped compound? Build a giant square and then bulldoze the walls you don't need?

I just built a giant compound containing kitchen, cantine, holding cell, shower, and storage, but the holding cell wasn't "enclosed" so I had to bulldoze the whole thing, now I'm out of cash and have to start all the way over. :(

If you put multiple foundations in contact with one another it will only put walls along the outline.

For example if i put 2 4x4 foundations side by side i would end up with an 4x8 rectangle.

Here's the problem I'm having. The holding cell area is never "enclosed" for whatever reason. I used what TheEnder87 told me, I first constructed a square building using the foundation tool. Once it's finished I can then add more little squares to create the outline shape (i cannot add more squares because the "blocked" error pops up so I must wait until each square is finished before proceding).

Once the outline is done I start dividing the inside space using the "materials->brick wall" command to separate the kitchen, holding cell, and the other rooms. But the Holding cell is never considered "enclosed" and I cannot figure out what I'm doing wrong.

It's not "enclosed" because it has a doorway to another room... without a door. The other room of course doesn't care if it's enclosed or not.

The holding cell has one large jail door on the bottom wall, which empties to a hallway with a large jail door on both left and right ends. Maybe I don't understand.

You need a door between Holding Cell and Shower. Some sort of enclosure there.

I could have sworn I've seen open setups like this in the previous scenarios.
