You get a small bonus, low risk for Min-Sec
Max Sec gives you a good boost for intake but high risk prisoners.
Also, minsec don't cause no trouble and you can leave all your assasination-targets as min-secs and minsec seem more willing to do courses and stuff. I have a 200 minsec part of a prison, with 80 qualified for workshop while the 200 mid- and 200 maxsec share one workshop.
POSITIVE FACTORS
1. Longer sentences. This has a few flow on effects.
A. More time to engage in reform programs, thus better able to be reformed.
B. As above, except you have the time to pass more complicated programs (ie carpentry) and once qualified have a longer effective lifetime.
C. Greater effective lifetime from snitches (if handled appropriately).
D. Higher Maximum population.
E. Quicker Higher Population. As they are not released as quickly as Min Sec or Med Sec and so there numbers accumulate more quickly.
2. Greater Income. Again couple of factors here.
A. Max Sec IIRC gets $1000 upon entry, which is 3-5 times higher then Min Sec. Once they have arrived through the daily rate is the same.
B. Extra income is spent wisely will have compounding effects in time. That plus a significantly greater number of carpenters, as per 1B above.
NEGATIVE FACTORS
1. Less Income :)
A. Max Sec cause many more problems, so more money is spent on securing the prison, replacing dead staff, fixing broken weight bench's etc.
B. Due to their hot tempers, prisoner's needs have to be met more efficiently or you get problems. This requires greater expenditure, or better planning.
C. Riots and Fires can cause hurt your income in large spikes. Althouigh this can happen to any prisoner (ie Min, Med, Max etc), it is far more likely with Max.
D. Gangs drain money period. IIRC You need Max Sec to get a Gang Leader. Which is when most the gang issues start.
2. Staff Security
A. Put simply they kill your staff, this means constantly ensuring such staff are replaced, and adequately planning your security forces.
3. Failure Conditions.
A. All of the failure conditions are more likely with Max Sec. Particularly deaths and escapes.
NEUTRAL FACTORS
1. Without Max Sec you will be missing out on much of the game. Many of the immergent situations can only really happen in a prison where tempers get high at times. This can happen with Min and Med sec, but to a much lesser extent. Riots, Fires, Gang Issues, Mass Escapes, Permanent Lockdowns, Mass Weapon Hording, etc etc.
2. Without Max Sec, you miss out on the interactions between the different security levels, or having to account for these.
3. Have you had to deal with the failure conditions yet ? If not then you are again missing ouit on the game.
4. Without challenge why play the game?
