A small laundry can handle a pretty large prison. The actual laundering is rarely a problem, it's the delivery. Buy a ton of laundry carts.
Try hiring a few more Janitors then, they're the ones who actually deliver the clothes (other than regular inmates during work time, which you might also consider increasing).
