I believe 10 cooks for 100 prisoners are a fine thing to do if you do not have prison labour for the kitchen. This includes excess staff to do transport jobs. In my opinion, a cook can handle two cookers and one fridge.
These ratios change when you change your Food Quality and Quantity!
One sing per three cookers, or so.
Washing machines are efficient, you can use about one per 100 prisoners, easily, and two or three ironing tables so things don't clog up so much.
Laundry baskets: Don't remember, but supply plenty, especially when you have a large number of spread out cellblocks or multiple laundries.
