I'll reform them after I've been able to effectively contain them without incident, thanks for the info on the armed guards. I've got another layout to show since I had the same conclusion you had, too much corridor space. It's still under development so there's no yard or any of that yet, the cell next to the cellblock is for Supermax prisoners, it's what's going to end up going with the final map.

I have a SuperMax wing that's all gang members, they won't attend any reform programs but I built a little 5x5 library and once I got a few books in there it really helped reduce their literacy needs.
Do the inmates working the library bring the books or do the workers themselves bring a box of books that will be sufficient in fulfilling their needs? I guess what I'm asking is do the shelves need to be stocked or will just a box of books set down by the workers give the heathens something to read?
the prisoners have to sort the books into the shelves. So you need have some prisoner pass the basic education program
Damn, I was hoping for a slacker's way out XD I'll have to get them into an education program straight away and hope for the best, or find a way to have medium security prisoners work it for a little while in a shared library until the max security guys finally get it together. An armed guard should keep things civil in the meantime.
Actually, that's not correct. As I said, if you have a staffed Library somewhere in the prison, the guards will (eventually) move sorted books to your SuperMax library, even if you have no one working there.
Here's my SuperMax, as you can see the Library shelves are fully stocked even though there are no prisoners working there. I have a large Library in general population, the guards move the books from there.

okay, very interesting. So you need just one working library, right?
well armed guards suppress your prisoners and suppressed prisoners wont join programs and if they will fail them. So dont suppress your prisoners, which you want to reform.
