Why are my mentally ill patients not being escorted to their cells?

Hey,
I am a new player and just trying my hand at a prison outside of the campaign.
I cannot, for the life of me, figure out why my mentally ill patients are not being escorted to their cells.
I have padded cells, I have orderlies, they have their own building....
Even though I have the thing for taking in mentall ill patients on "closed" there are a few of them. I had them escorted to the infirmary but now they are stuck there, even though their cells are finished.
What am I doing wrong?

do you have padded isolation cells ? and a padded holding cell?

You just saved my sanity. Thank you, it was the isoaltion cells. I had normal padded cells, I just converted them into padded isolation cells and its working now.
