The most important Thing if you want to seperate Regimes for Prisoners is that the Architecture needs to be seperated aswell because otherwise it will not matter or protect anyone. For example I had Low-Medium-High Security all combined but a (fully) seperated Building for Max-Protection Security. Protection so they are 100% safe from everyone and Max Security so I can keep the Instakillers and Ragers under Gun Patrols 24/7. Nothing that needs mayor Regime changes.
Nethertheless my Regime was basicly:
23 - 7 Sleep
7-8 Shower. Cell time for Max Security
8-10 Food. I should add that I have Freetime Furnitue in the Food Room so they can do something when they arrived fast
10-14 Work. Prisoners that refuse to work wont do it anyway so might aswell force everyone who can work to do so. Programs like Church, Psychatrists, Education, etc is also here. Max Security has Cell Time
14-16 Free time. Can also be Yard if you want, I prefer Free time since it covers everything and they mass less = lower chance for Trouble. Max Securities only Free Time of the Day
16-20 Work again. Same Reason and Benefits like 10-14. Max again in Cells
20-22 Food
22-23 Free Time
I LOVE Reform Systems and putting willing Prisoners back on Track, hence why they get Free Time (and my Architecture is made so every "Room" is actually a House, so the Paths are all open air. Noone ever complained about not getting outdoors enough). Its also why I keep Normal Prisoners, Protection and Max completly apart from eachother. Protection Prisoners reform VERY well when not killed.
If you prefer more strict and punishing Systems, which is totally fine its what the Game sort of teachs, you can remove the Free time and fill it with Cell Time or more Work.
You could seperate Low-Medium-High and give each Security more and more Work Time, less Free Time, More Cell Time. This way you can enjoy a soft and strict regime at the same time, in the same Prison. It takes up more Space thought
Personally I feel 98% of Problems are already solved by installing Metal Detectors in critical Areas, searching Prisoners regulary and reclassifying Troublemakers into Max and Snitchs into Protection ASAP. Skilled Murderers cant make it past their Checkin before I reclassified them for example
Short Answer is: Begin and End the Day with Food, Shower early and fill the rest with Work and maybe Free time. Answer doesnt contain ANY DLCs so if you have any you must add-remove Parts yourself
I'm actually running into an issue now where I have split free time, for a combined four hours, but I have something like four full classes going with two full classrooms, with a fifth dedicated to general studies. Simply put, the general population isn't too happy and the warden claims I'm not giving them enough free time. I'm finding that 40K grant payout to be a real pain, but I think its because I was switching up the classes over and over again, and the students return to zero learned for the class when doing so. I'm just gonna leave the classes be until enough have passed and then pull back to two of the basic studies, with one for more advanced learning. That secondary education is ten sessions long.
I actually did away with parole for a long while to try and get that grant fully paid, but they're now stacked up, and so I built an entire wing I can use for six separate parole sessions. Glad I did, too, as its become a nice payout. Having a better grasp of the regime has helped in sorting some things out, but with at least four hours of free time for all prisoners, I wish that was enough to satisfy them.
One nice thing that I've noticed is that apparently with a two person dorm, the need for privacy isn't in play. That was a gamble on my part, as my entire prison is now made up of two person dorms. I'm thinking of testing out a four person dorm and seeing if that changes things, as my entire population is minimum security.
