If you go into your policy tab you can change the parole cutoff rate. So if you have a prisoner that has a high reoffending chance he won't get paroled. If you leave it at the stock setting it's like 30% for every security level. What you'll want to do is turn that down to maybe like 20% for everyone or even go as low as 10% for the max security prisoners. You can go lower if you want on this it doesn't really matter much. I prefer to let murder sort out my issues rather than eat a reoffending fee.
The other option you have is to prioritize programs that aid in rehabilitation and have a lot of classes and programs being run.
The parole chance is what you're looking at. If you have a cutoff to 1% then it means they have to have a reoffending rate of 1% and under in order to have any chance of parole. So you want to have it at least at 3% otherwise I don't think anyone paroles.
My prison now has a LOT of reform programs but my rates are set to:
Min Sec Prisoner = 20% (Most minimum security prisoners come in very able to reform and don't require a lot of work)
Med Sec Prisoner = 15% (Medium security prisoners tend to have wildly different reoffend rates and can go up to like 97% but if you lean into reformation programs you will still have a fair chance at parol for a lot of them)
Anything above Med Sec = 5% (Almost all of the prisoners with max or supermax stats won't improve in prison. These guys are annoying and take a lot of work. I usually turn them off entirely as the money you get for them isn't worth it IMO.)
You really want the most efficiency when you're setting parole because you get a ton of income from getting successful paroles. So any prisoners you see who are keeping out of trouble and have low reoffend rates on their stat pages you should really recommend them so they get meetings and eventually released so you can get new prisoners and keep the money coming in while avoiding fines.
