Snipers come down for rest periods and they aren't as trigger happy when they are not in the tower. They will shoot if attacked but with a deadly or tough prisoner you can take one out if you get the first hit or two on them before they shoot.
And if you are quick enough to grab the sniper rifle, stash it.
Anywhere to confirm that? I've never seen a prison run out of snipers. I've seen them take a while to show up, but I've never seen them not come bck.
You could have like 5 towers with a radius overlapping it and when you cause trouble you would basicly instantly die
The hardest prison ive escaped from had 4 snipers covering each other. i got 27 of my squad killed but i still escaped
but yea, with a little better placement and maybe another tower id have had no chance
Also: these all require that the snipers don't simply strut out and along the same path the prisoners take.
1. Build a fence around the sniper tower.
2. Have the sniper at the end of a long, straight path (I use this in my current prison. Everybody who escapes has to run at least 30 squares to ever even get to the sniper, and the sniper also never goes down the path to rest. No chance to get him)
3. Position several towers so they can protect each other, for instance a long stretched row. This almost never leaves any one of the snipers unprotected.
technically you already can, but you need to catch a sniper enroute to a tower, kill him and take his gun first
ive done this on prisons with lots of sniper towers, then stash the sniper and surrender. repeat until you have enough sniper stashed.
if you approach a sniper in a tower and shoot first, you can snipe them out of the tower
of course this can be prevented by better prison design:
1. creating the prison in a way that snipers never walk with prisoners on the way to reaching towers (so the prisoners can never steal the gun in the first place)
2. make it impossible for a prisoner to reach the armory to steal a sniper (this isn't hard, you put the armory on the other side of the road with its own defenses)
3. make the approach to even get to a tower as staff only ~ snipers shoot over walls anyway, theres no reason to allow prisoners a walking path near a sniper tower where they could shoot at it unless theyve already triggered the guards by entering a staff area to escape

Bottom line, it's definately possibly to build a no-escape prison if that's what you really want. for those supporting the escape mode with good designs its a balancing act of making a difficult but not impossible scenario
One of the best I've seen is "Escape Me" a very solid prison design that is difficult but not impossible.
Every other prison I've tried has been stupidly easy to get out of. But I should note that Escape me is designed to still be escapable; with a few modifications it could be made impossible.
3 layers of perimeter walls that can't be entered by prisoners and dog kennels / patrols between each layer. the walls take forever to dig through and there's always a dog sniffing the area
