You can have 2 prisoners in dorms that are 2 x 3 but if you want more prisoners per dorm you need 4 squares per prisoner. So if you want 4 per dorm you need 16 squares. It also occurs to me that you may be asking about the small cells research in Bureaucracy - if that is the case then the answer is "No... Dorms are not affected by Samll Cells and still have the minimum size requirement of 4 squares per prisoners, except if you are only accomodating 2 prisoners per dorm then you can build dorms that are 2 x 3 squares in area..."
