Doesnt seem to be working, so just doing it the old fashioned way! no chance they could have changed it within an update?

Hmm, i did it on the 12th of this month so i would assume it's still possible, doing it from scratch would be an absolute nightmare.

Believe by the time i opened the prison to just let the game run (took 13 hours to complete it, with ~2 spent building the prison) i was around 1.9 million in the hole.

As im sure you know, meal time above 600 pop is a slideshow, its honestly a poorly thought out addition by the devs given the issues with optimization and large pop prisons.
