Report a translation problem
1) Get more guards (if you don't have enough 'free' guards, then none will be available to escort the prisoners where they need to go). Even if you think you have enough, but a few extra (like 10+ and see if that fixes the issue. If you hover your mouse over the 'Guards' on top of screen, it should tell you how many you have, how many are stationed, how many are on patrol, and how many are free. Aim for at least 10+ free (to test this fix).
2) Make sure your reception room is sectioned off correctly as a Reception. Don't include walls, don't include areas outside the doors, and make sure there is not RED warning saying there is an issue.
3) This one is a longshot. Make sure you have cells for them. If you have 300 cells, all only allowing medium security prisoners, but your new prisoners are anything but medium security, then they have no where to go.

Just fyi: If you mark an area (parole rooms for example) as Staff Only, then prisoners will always be escorted by guards when they go in (like to their parole hearings). This is a simple way to make sure your parole areas have a little more security around them sometimes.
