It depends on the New Game settings. For example you can enable Gangs, random Events, failure conditions, infinite money.
Then there are prisoner's Sec Levels.
Low, Med and Max sec prisoners all have different personalities and depending on what your Intake is they will cause different amounts of trouble.
If you want a low stress experience, make sure you turn off 'events' and 'gangs' in the settings. Then just set your prisoner intake to a low number of minimum security prisoners per day. Having control over new prisoners means you can adjust the 'difficulty' easily over time. Just start small.
I personally leave failure options off, and keep gangs and events off. I may enable gangs (you can manually edit saves to change options after starting.. as long as no events are in progress) later for an additional challenge, but I still feel I have a lot to learn.
Plus, you can simply have a small, easy to manage prison, or a large outrageous one. Its all up to what you want to do. Minimum security only? Sure, that will cut down on the stupid problems. You can make this game as easy or as difficult as you want.
It depends how much you're into micro-management tycoon sims. It's surprisingly deep, from water management to food and laundry distribution to CCTV circuits to timed jail doors with servos and logic circuits. It's very much like a city-builder, except all your citizens want to kill each other and will bolt for the edge of the map if given half a chance.
That sounds a lot like SimCity tbh.
