Never been to prison but I don't think this is how things are handled there.

(And before anyone yells at me, I don't think it makes sense either; I'm merely reporting that the regime behavior of Yard time being a suggestion rather than a requirement is not a bug, but a dev choice.)
Imagine what being a guard in a prison like that must feel. In the confines of their designated security-level any inmate is allowed to roam freely if he is not locked up or working. The whole day. I guess in real life guards know who is allowed where on the premises at what time and if they stumble upon someone not belonging there this inmate will have problems if he does not have a very good explanation. No way to assign guards in any reasonable way. Guess you just have to max them out in every area, lock up anyone not working all day and hope for the best. The inmates will love this...
I've seen documentaries where certain trusted long-term inmates do have a lot of freedoms inside a prison, so yes this exists but this is a rare exception, not the norm. Still can't believe they thought this was a good idea. Also love the explanation that this is intended "to prevent congestion". If congestion happened you just had to rethink and replan your whole setup and it was so satisfying when you got it right. Now it's just chaos. Great.
I'll suggest to try to revert it through the beta-stuff in Steam. Otherwise try to spam Steam with a refund request with this game breaking update as excuse. Game should not be ruined by updates like this.
