Lightning rods

How does this stuff work? I've put a bunch of this on prison territory and even then lightnings hits the ground near it and even killed one of my workman that were in "safe" zone, so I thought that it attracts lightnings to strike in that green zone so I put that rods away from the prison territory but apparently that did nothing either, some inmates died during first thunderstorm and it doesn't lokk like it have attracted much. So what do I need to do with these?

UPD: So I found some video that shows that lightning rods actually should be placed on prison territory where the staff and prisoners are. That seems it is have chance to protect from lightning since it still strikes at the near ground and even might potentially kill people. I don't know if it is a bug or if it is intended
