Tracking belts, what is so good about them?

I tried using a tracking belt and it was a pain to set up. Just finding a video that shows how it is done was a task.
Then the setup can't be simple.
You got to setup a tracker in Security, then setup another one in medicalNext, setup the routers which I have yet to see there range. Then get a box of these belts and then install it on the prisoner using a menu in a menu.

I do all of that just so I can get a blue dot to show above the prisoner. But the dot only shows up once I pull up that same menu. I still have to hunt for them in the game.

So what good is this tracking belt and why do I have to jump though so many hoops just to get it to work?
