Prisoners staying in Holding Cell

My prisoners seem to like the holding cells more than anything else. They are staying in their holding cell, even if there are free cells or free dormitories. Could somebody help me?

And it seems that whenever im saving/loading the game prisoners are given their cells...

Try dezoning the holding cell. See if that works. Maybe try dezoning the regular cells and rezoning them.

It's also possible that the prisoners are "entitled" to better or worse cells than the ones you have, and they are being sent to the holding cell instead. The whole quality cell system is a mess.

Could be...but i want them in the cells...it i´m dezoning holding cells they are going to the cells but the new ones...and the ones that are coming from the solitary are going to the holding cell.

And could it be, that prisoners arent showering in warm showers?

In my experiance, I would set holding cells for staff only, guards would go take all prisoners out to their cells/dormitories. Thats means retirement for holding cell. I've kept my holding cell there for backup.(also increase a little of my prison value.)

Yeah, do what Bellwoody suggests. The other option if you want to keep your Holding Cell functional, would be to either manually assign cells to the inmates, or to make the holding cell a different security level, and then simply assigning that sec level to as many prisoners as you want in your holding cell.

i had one riot and my whole prison doesnt even matter now cuz 100/157 prisoners and in a holding cell
