Report a translation problem
So, in more specific:
Prisoner A (Med Sec) goes to the canteen at 8am to get his breakfast
Prisoner B (Med Sec) is in Permanent Punishment - a guard will bring him a small portion of food at 8am
Prisoner C (Max Sec) goes to the canteen at 10am
Prisoner D (Max Sec) gets food from a guard at 10am
Guards will also bring food to prisoners who are Starving, even if they are not in punishment. (I won't elaborate on how that can happen)
The only thing you can do is schedule Lockup between sleep, but if you assign an hour of Eat, the prisoners' cells will open and they'll go to the canteen. I tried making the canteen Staff Only to see if guards would bring food to the cellblock that it was assigned to, but that didn't work.
The only time guards bring food to inmates is when they're Starving, and they don't stay there forever. You have to manually assign them a 24 hour Punish each day.
Either I'm missing something or you're making something up. I've tried, but there's no way to force inmates in their cells and have guards feed them. I'd be happy to be wrong tho, because I can't believe this ♥♥♥♥♥♥♥ game doesn't have the cell-feeding for Maximum or let alone SuperMax as a scheduled event and having to manually set each prisoner to 24 hour Punish is both impractical and unrealistic.

Feeding prisoners in cells can be a bit time consuming for your gaurds in the best of times, so you may want to consider putting a tiny canteen in your cell block to make the walk distance smaller. :-)
Yeah that's what I was assuming, it would've been impractical. Luckily, I missed out on an update that included permanent punishment. =D
