Identifying Protective Custody prisoners at start of new game.
I sold my first prison and started a new one and, while it's a real advantage being able to get everything you need in place before any prisoners show up, I've had about 5 prisoners murdered before I've had a chance to identify them as requiring Protectice Custody. I have recruited a few Confidential Informants, but they don't yet have full coverage.

One thing I have learned through bitter experience is to put any low security prisoners who come in with question marks for reputations in Protective Custody as they often turn out to be snitches or ex-law inforcement.

Any help on this would be much appreciated.

You can set prisoners with unknown reputation to permanent lockdown/solitary and add a phone nooth that is connected with a phona tap

You can also up your prison policy to solitary for luxuries/etc (or manually punish them, not sure if that allows you to recruit them) or search cells so people get landed in solitary to recruit them as informants. This should begin giving you information on ??? prisoners, and show a target for prisoners being targeted. That's what I do, anyways. :] Of course, you'd need the policies to allow you to do this. I know you already have some, but this can help to get more. Make sure you activate them, so they'll be brought to the security room to give you information. I'm not 100% positive this reveals ??? inmates, and may just be for contraband, but it's worth a shot.

Luckily, I have the calming warden - so he gives me a little extra time to find snitches before they're attacked. Having metal detectors at each entrance to the canteen has kept prisoners from bringing weapons in which seems to have helped, too. (Entrance as well, but new prisoners are also searched in reception room.) Someone else may have better information.

If you don't mind mods, you can use The Snitch Sorter by Sambot. It will instantly find all those pesky inmates needing protection and switch them to protective custody.

You can also start your game with almost all Low Security prisoners considering that those have a very small chance of killing a snitch/ex-cop and have a handful of max security on the side with a different regime so that they can be punished and "convinced" into becoming informants and just wait out until they are at a decent enough percentage.

As for me, i just take the hit and accept the fact that someone has to bite the dust eventually for a greater good (for me, of course). Obviously, i place guards everywhere at the start to the start of the prison to minimize casualties.

I've decided just to keep my prison closed to new inmates until my top confidential informant gains 100% coverage. The guy is in the 2nd year of a 40 year sentence so, providing his cover isn't blown, he'll be a regular fixture in the security office for years to come!
