They'll fight over control of the common rooms, yards, etc. Attack and kill other gang members, defend each other and just generally be really hard to control. They can quite literally screw up your prison.
The first time I received a gang leader he came during a random event with 30 other members of the same gang. The next morning they started a fight and murdered 20 other prisoners and guards. Only way I could control them somewhat was to lock their leader away in permanent solitary (he was an extremely deadly legendary) but because I was punishing their leader the gang would always be really upset and start fires, riot and murder constantly every day. I prayed, just prayed my armed guards would actually kill their leader this time instead of just knocking him unconscious and they did eventually after he killed several people after kicking off in solitary.
The gang alone were committing on average several murders each day fighting over territory, warring with my guards, other gangs and because they were upset about me punishing their leader. The other non-gang prisoners became really unhappy because they felt unsafe around the gangs and so were themselves also rioting, murdering, starting fires and so on… With all the fighting the demand for weapons sky rocketed and my guards became prime targets.
They can be seriously hard to control.
Gangs even without leaders will put up the demand for weapons, and pay money to get weapons which will make them even stronger against your guards or other inmates.
If one member gets attacked, others in the area usually help them out aswell, and if one of them kicks off he's more likely to attack rival gangs than just a normal inmate.
This means that if a gang member kicks off in a small area with many inmates, there will usually form gang brawls quite quickly, so keep your gangs seperated, search them regularly, and keep them happy.
It seems to be around 10 - 20 when it's more likely for the gang leaders to show up. Don't quote me on that though.
It's the gang leaders that have the power to recruit others. You don't have to worry about normal members recruiting others. With no leader, gangs grow and shrink as more gang members enter and leave the prison
It was a special option available to people during PA's crowdfunding.
You can also build a Security Office next to your yards and common rooms, that "projects" the guards' influence over the area, making it harder to take over.
Each gang has about 25 members. Gets real tense in there sometimes.
Had to change all max sec. prisoners to normal, change supermax to max sec and create a small supermax block for the PC gang members, because he could even recruit the guys during their parol hearing and I thought it was a good idea to build my PC wing with a seperate parol room.
So to recap:
Gang Leader Recruit.
Gangs take over common rooms/yards. Earning the gang money.
Gang status is a major negative modifier for successful parol hearing.
Gangs go wild if the Gang Leader get punished. (Takes your prison to max heat if he get any punishment)
Gang members is more likely to go nuts.

I didn't put him in PC though I just left him in s. max with his gang.. he was fine.
also a trick, set your parole areas behind a staff only air lock and gayrds will escort prisoners too and from thier hearing.. really cuts down on recruitment then
Moral of the story: All gang members suck.
Luckily it wasn't terribly messy lol. Only twelve dead, all prisoners.
