Can't start foundation education program.

I have all the requirements for it, two classrooms (one for tazer program, one free one) and whenever I try to start it, it says all rooms booked. Help?

In the regime, you need a work period set so prisoners can go to the programs.

and that block needs to be 3 hours long.

You don't really need a separate classroom for taser program, the guards go to that at like 6am so it doesn't interfere with regular education classes.

you need a block of at least 3 hours of worktime

Also make sure that route to the classrom and classroom itself is not 'Staff only'.
