Report a translation problem
1) The quick build luxury cell is pretty bad because it's 3x5, which is pretty much the worst possible size for a cell. It takes up more space than 4x4, but doesn't give you the grade point for 16 squares.
2) Guards won't assign a prisoner to a cell unless that prisoner has earned the right to live in it through good behavior. So nice cells will be unoccupied if you have them when your prison is brand new and none of your inmates have good behavior yet. You can assign prisoners to them manually, or just wait it out (assuming the prisoners don't all kill each other).
