unlimited funds option not working?

So i dunno if it is just me or what but for some reason the unlimited funds option isn't working i just want to build a prison to experiment with but for some reason i cant... anyone else? if not can anyone help?

First of all, if you have failure conditions on (option at the beggining) the option Unlimited Funds won't work.
The unlimited funds lets you go to the RED area(-MONEY) without getting bunkrupt. You can buy as much stuff as you like without still going bunkrupt. Works for the Cashflow the same way.

If you don't have unlimited funds on you can't hire as much staff as you want EXCEEDS DAILY BUDGET and you can't buy as much stuff as you want NOT ENOUGH FUNDS / MONEY...

Also, almost forget you pick the Unlimited funds at the Main Menu > Create A Prison > Unlimited Funds (Put an X on it)
