Does cell quality matter?

It just seems like every time I try to make a good cell the prisoners always demand higher and higher, its gotten to the point where multiple inmates require grade 10 cells, AKA, all the requirements to increase the grade, and I don't want to waste the 30000 I have on this crap, so does it really matter?

It goes by average cell quality of the prison. If they are all the best they are all average, at least, that's how I remember it being implemented.

Inmates don't demand higher grade cells, they're assigned it by the game based on how good they are. Taking no contraband, not starting fights or escaping, ect for a certain amount of days raises the cell grade the game thinks they're entitled to above the average.

you can use a quality gradient to know what to expect from a cell row or block and a nice luxury wing for the good children, very bad wing right by your solitary wing, plenty average cells... If you want to RP rewarding good behaviour

Oh, thanks, I thought it took a toll on their needs and made them MORE likely to fight and take contraband.

Cell quality doesn't really LOWER bad behavior but concentrates it more. If all the cells are the same, inmates act up all over the prison. But if you have a good mixture, all your troubles will be just in one section so it's easier to manage.
