Report a translation problem
Make sure it's all marked as dormitory. If you miss even one square, it won't count, and if the doors are marked as dormitory, it won't count
if you hover on the room type of the room menu long enough, the screen will dim except all tiles zoned as that room. this may help
I looked at the screenshot, and they don't appear to be, but I've had that happen before, especially if the door is at the top of the room
Just mark them as dormitory it should be fine.
the regular cells stay open if unoccupied too, this allows the janitorial staff to access them freely as needed.
but about your dorm, there are clearly unzoned tiles in the room that prevent it to be "enclosed" the room needs to reach all the walls to be enclosed.
