Access only?

I haven't played PA in a few weeks, and upon starting up a new prison, I noticed under the Deployment tab that there is a "Access Only" option. It's blue colored with pink/purple stripes. What exactly is that option useful for?

It means that people avoid the area, such as guards not escorting prisoners through the kitchen, workmen not hauling logs of wood through the accountant's office, as long as they have
1. A job to do in the area
2. No way to get around

It also means that you should always read the latest update logs ;)
