Report a translation problem
From the Water Pump you start with using Large Pipe, to deliver water everywhere else.
Water pipe loses very little pressure over large distances.
DO NOT ever use Large pipe - small pipe - large pipe
It will not show you the loss of pressure, but in the end, when you try to deliver it to your toilets, showers and whatnot, the end of the small pipe will have severely reduced distance.
I used again small pipes to connect my shower. But again the water flow stops although the next large pipe tile was only 14 small pipe parts away. So I waited 1 ingame hour and still no water movement. But then I pressed F12 for screenshot and suddenly the water progressed 1 tile further. I pressed multiple times F12 and after every screenshot the water flowed for 1 tile.
See screenshots and keep in mind that I waited 1 ingame hour before with no action. But with every F12 press the water moved further.... I hope that gets fixed
p.s.: I don't know if it is important, but I am playing the campaign. Don't know if this happens in sandbox mode too.

Perhaps I'll conduct some tests on that too later today. Intriguing.
Like others say, this a feature of the game. this is how it works in real life too, i've done some plumbing work. invest in big pipes. when it comes to your cells have big pipes run along the back wall and then use small pipes to connect the toilet and shower. put shower heads in cells, one for every four guys. and remember to use guard towers and perimeter towers. when prisoners escape use free fire to stop them. youre welcome. just dont kill too many or you get kicked out.
As I said, I waited 1 ingame hour at normal game speed without any water movement. But as soon as I click on double speed all small pipes get filled nearly instantly (probably 5 ingame minutes).
I will try to get a small video uploaded to demonstrate it, later.
Then I built a small prison for demonstration. And again the water in small pipes stucked. But then I started recording and suddenly the water moved. See YT Video:

Before I started the recording I waited again 60 ingame minutes without any water movement.
I'm going to switch to the english game version now. Probably it has something to do with it.
You either are using a mod or it's an issue with the game. I used Trainers Mod and it bugged the light. Also it's possible you are missing transparent water in the small pipes. If you look in the first picture and go down the pipes you will see less water going through. So basically your issue is that you are missing something from the game or it's a mod issue.
I don't think Annihilator is that blind.
- Screenshot within Steam overlay (F12). The water moves 1 tile.
- Recording via Fraps. The water moves constantly, as recording equals 30 screenshots per sec.
- Alt+Tabbing out. 1 Tile Movement.
- Alt+Tabbing in. 1 Tile Movement.
My graphics drivers are up to date (Nvidia GTX 1080). But I am still wondering how a rendering process can interfere with game physics.
If the water then stops flowing, you sure are at your small pipe's limit regarding pressure.
