There are no free cells for this prisoner
Hi. I'm pretty new to Prison Architect. I've just completed the campaign without any problems. Now with a new sandbox prison I've run into a problem. Two prisoners are not moved to a cell. You can see them in the middle of the screenshot staying at the reception:

Their description says "There are no free cells for this prisoner" and "2 prisoners are unable to be assigned to a cell". However I have a holding cell. So there should be no reason for keeping the prisoners at the reception. Also there is no zoning at all, everything is shared.

The holding cell doesn't show any warning symbol. I've also tried to remove the holding cell and re-assign it again. Doesn't work, the prisoners are still stuck. There are plenty of free guards available.

Is this a bug?

You also need a Nursery for the mothers so they can eat.

Yes, that is signaled via a warning symbol. The need for family cells hasn't been signaled at all unfortunately.

Well, the fact that prisoners holding babies are piling up could be considered a hint that you are missing some facility related to childcare.

So this is what's happening D:

I had absolutely no idea they were holding babies! There's no indication other than the picture, and I have to zoom in really close to see it. At planning-level zoom, those babies look like the regular handcuffs/chains!
