What's the purpose of Gang Rehabilitation Program?

I started a new max security prison with the new gangs DLC. I tried the Gang Rehabilitation program. a lot of gang members go into the program, some gang members pass it and is successful but so what. Nothing has changed. They still are a gang member, still cause the same trouble. I don't see any difference other than costing more money.

The tool tip also says that completing the program will make them a target. A target of who? what?. I don't see a difference with or without the DLC except some more programs. Am I missing something?

ah, OK. Thank you. I was not aware that they need to remove their tattoos also. I have a tattoo removal room but I don't think anyone has done it yet. I will wait on that.

Yep, not everyone that passes gang rehabilitation or the faith program will actually opt to leave their gang by getting their tattoos removed, but some will. Just make sure you have the tattoo removal program scheduled. It's also not instant and takes several sessions to complete the removal.
