There's no any air conditions in PA (however there's some stuff in the game files) so the only way to lower the temperature in your buildings is just to install more windows. Turning off radiators and other objects that generate heat is the only solution.
Oh and also, at nights temperature outside goes down which affects temperature indoor but there must be windows and doorways for colder air to get in.
Maybe this +40C was the heatwave effect?
I checked now and I am quiet sure that it's possible to make a mod that adds air conditioners. It should be very simple. I made some objects for my prison already and I will try to make some cooler as well.

40C means there is a heat wave. It will pass by. Dismantle radiators or put a pipe valve on the pipe leading to the boiler to shut the warm water down.
