How do I prevent thrown-over-fence contraband OTHER than 2nd inner fence?
So I read contraband is thrown up to 10 squares so you need a 2nd inner fence at least 10 squares away from the outer fence.
But that takes away a LOT of building space.

Guards patroling outer fence make no difference, they are blind and deaf apparently, they do not see contraband if it's thrown right in front of them.

Any other way to PREVENT it from reaching the prison?

Make it staff only so prisoners have no access to it. Do NOT put yards/farms/forestries up against that area. The best way to be sure is a 10 square space. A second wall isn't really necessary as long as it's a staff only area. The only sure way to prevent thrown contraband s to keep prisoners from being able to access it.

I've hard some people say that having an empty room close to the fence will somehow allow contraband thrown in. I don't know how accurate that is since I play with a buffer zone so they can't get to it.

Hmm. I made the area between the 2 fences staff only and inmates still manage to collect the contraband. I think it's because I put gates into the inner fence (so guards can patrol between fences) but they are GUARD gates so someone must have stolen keys... but I did a full shakedown without finding any.
How in hell do they get out between the 2 fences to collect the thrown stuff!? (climbing over walls is disabled)

I don't know. I haven't had thrown contraband in my prison in a long time. Make double sure it's marked staff only so they don't have any way of getting in there. If it's not marked staff only, the guards will let them through or they can go through with staff. Your gardeners, for instance, will go through there to clean. Post dog patrols for non metal contraband and put some metal detectors at any entrance a prisoner can use from outside and watch for a few days, see if you can catch it.

There's another thread that discusses this from not too long ago. I'll grab the link. In it is where they talked about the empty rooms, etc. There may be something useful in the thread for you.
