It's answered in the link I posted. It's answered again in the announcement that's contained in the link I posted. I repeated it again in a quote in this thread for you since you seem to have missed it. It's a very simple concept.

Our next Prison Architect beta test is on, and we need more experienced Wardens just like yourself to test and have your say on the new content!
You keep asking "What's it for" and the answer is a very simple:
"to test and have your say on the new content"
In the mean time, you think I'm stupid?
How many times do you need to be told that it's to test and have your say in the new content, before you comprehend that... they want input and testing for new content.
This isn't complicated, but it's somehow flying straight over your head and then you blame me for your inability to catch it.
Everyone in the comments knows what it's for, testing new content and they even go into their own discussions about how the company should be paying for testers and not begging for volunteers.
You can still read blocked messages. There's even a button for it, but of course with your inability to read I doubt you'll figure that out either.
Some day you'll figure out there's a button that lets you read messages even when you block someone.
